The firm's origins date back to 2002, when its founder began independent practice in Civil, Criminal and Administrative Law. From its earliest stages, the practice was characterised by rigorous analysis and a strategic understanding of the relationship between business activity and the State's regulatory framework.

In 2008, the practice developed under the name Gestión Profesional, expanding its scope to business advisory, compliance, international trade and regulated economic activities.

During this period, the practice established a more structured focus on economic regulation, integrating legal advice, institutional analysis and business insight. This transformation positioned the practice in sectors subject to intensive administrative supervision and increasingly complex regulation.

Academic scholarship is a central element in the firm's institutional development.

In 2009, “The State's Sanctioning Powers in Gambling Regulation” was published, drawing on the founder's master's dissertation in Administrative Law and examining the scope of the State's sanctioning powers in regulated activities.

In 2015, “State Policy in Gambling Regulation” was presented as the outcome of doctoral research, establishing a structural perspective on economic regulation as a lasting public policy.

Research undertaken in 2020, 2021 and 2022 culminated in the publication of “Gaming Is Not a Game”, which explores the legal, institutional, economic and social impact of regulated activities.

These publications strengthened the firm's technical and scholarly standing, consolidating its identity in regulation, State oversight and complex economic activities.

In 2019, Estudio Balbuena established its offices at World Trade Center Asunción, adopting a fully structured corporate approach focused on strategic advice for local businesses, foreign investors and public bodies.

The firm expanded its work to corporate structuring, business acquisitions, mergers and transformations, as well as the formation and dissolution of commercial entities and non-profit organisations.

As part of its strategic growth, Estudio Balbuena has established cooperation agreements with professionals and associated offices in Paraguay and other countries, building a collaborative network that provides comprehensive legal solutions in dynamic, cross-border regulatory environments.

The firm has a bilingual Spanish–English structure, with professionals proficient in legal English. This facilitates direct participation in international negotiations, contractual structuring and investment transactions with global reach, aligned with international corporate standards.
